Rock Hill, SC

The city of Rock Hill is located in the northeastern tip of South Carolina and has a population of approximately 69,000 making it the fourth largest city in South Carolina. Rock Hill is home to Clinton Junior College, Friendship Junior College, Winthrop University and York Technical College. Interstate 77 (I-77) and US 21 are the main trucking routes running through this city. I-77 runs north to south from Ohio to South Carolina. In South Carolina I-77 enters the state in the northeast part of the state and travels south through Fort Hill, Rock Hill, Blythewood, and then into Columbia where it meets Interstate 20 and ends. US 21 runs north to south from Virginia to the southern portion of South Carolina. In South Carolina, US 21 travels through Rock Hill, Ridgeway, Columbia, Williams and Beaufort. The Rock Hill-York County Airport provides air services to this city.

Interstate trucking companies are governed by the Federal Motor Carrier Safety Regulations (“FMCSR”), including trucking operations, driver qualifications, hours of service, maintenance of equipment, insurance, and alcohol and drug testing. Intrastate trucking companies pick up and deliver loads only in the State of South Carolina and do not cross state lines. The South Carolina Department of Public Safety is responsible for motor carrier safety and has adopted many of the federal regulations as also being applicable to intrastate trucking companies. Under South Carolina law, intrastate trucking companies must have liability coverage for personal injuries in the amount of $750,000 ($300,000 if the gross vehicle weight is less than 10,000 lbs.). The laws governing hours of service are different for intrastate drivers in South Carolina as compared to federal laws governing interstate drivers.
