The city of Hoover is located in north central Alabama directly south of Birmingham. Hoover has a population of approximately 73,000 making it the sixth largest city in Alabama. Hoover is the largest suburb of Birmingham. Hoover is home to Jefferson State Community College. Interstate 459 (I-459) and Interstate 65 (I-65) are the main trucking routes that run through this city. I-459 is a bypass highway of Interstate 59 around the southern sides of Birmingham and several other cities and towns in Jefferson County. I-65 travels south from Tennessee through Athens, Kimberly, Birmingham, Hoover and Montgomery into Mobile where it meets Interstate 10 and ends. Bessemer Airport in Bessemer, Alabama is the closest airport to Hoover and provides air services to this city.

Interstate trucking companies are governed by the Federal Motor Carrier Safety Regulations (“FMCSR”), including trucking operations, driver qualifications, hours of service, maintenance of equipment, insurance, and alcohol and drug testing. Alabama also has state specific regulations governing intrastate trucking companies. Intrastate trucking companies pick up and deliver loads only in the State of Alabama and do not cross state lines. The Alabama Public Service Commission and the Alabama Department of Public Safety have established state specific regulations for intrastate carriers and have adopted many of the federal regulations as also being applicable to intrastate trucking companies. Under Alabama law, intrastate trucking companies must have minimum insurance of $100,000/ $300,000 in liability coverage. Under Alabama law, motor carriers are required to maintain and retain for a period of one year accurate and true records showing total number of hours that each driver is on duty per day and the time at which the driver reports for, and is released from, duty each day. The Alabama Public Service Commission has ruled that certain commodities are exempt from the jurisdiction of the Commission by the Alabama Motor Carrier Act, including many agricultural commodities.
